Explanation
Fiscal deficit is expenditure excluding debt repayment minus receipts excluding borrowings. Included expenditure is 375582+31295+38614=445491 crore. Non-borrowing receipts are 265279+3646+20733=289658 crore. Difference is 155833 crore. Public-debt receipts and debt principal repayments are financing transactions and are excluded from this deficit measure.
