Correct answer: (C) 1111 1111 1110 0100

Explanation

$28=0000\ 0000\ 0001\ 1100$. Inverting gives $1111\ 1111\ 1110\ 0011$ and adding 1 gives $1111\ 1111\ 1110\ 0100$.
