Explanation

The specification limits are 14.980 and 15.020 mm, giving width 0.040 mm. $C_p=(USL-LSL)/(6\sigma)=0.040/[6(0.004)]=1.6667$, B. The mean offset would affect $C_{pk}$, but does not enter $C_p$.
