Correct answer: (C) 22

Explanation

Successive interval rates are 0.94, 1.32, 1.3833, 1.5333 and 0.75 mm/day. The first interval exceeding 1.5 ends on day 22. Its cumulative rate is 28.8/22=1.3091>1.0, so both conditions hold then. Thus C; earlier cumulative increases alone do not trigger the plan.
