Correct answer: 16 to 16

Explanation

There are 800 men and 400 women. Men require 4 for the first 400 plus ceil(400/250)=2, totalling 6. Women require 6 for the first 200 plus 2×ceil(200/100)=4, totalling 10. Overall requirement is 16 WCs. Fractions in the specified excess-population bands must be rounded up.
