Correct answer: 32

Explanation

Males to females is 5:4 in every department. Electrical has 40 males, so it has $40 \times \frac{4}{5} = 32$ females and $72$ students in total. That is 20% of the college, so the total is $\frac{72}{0.2} = 360$ students. Civil has $0.30 \times 360 = 108$ students, of whom $\frac{4}{9} \times 108 = 48$ are female. Mechanical has $0.10 \times 360 = 36$ students, of whom $\frac{4}{9} \times 36 = 16$ are female. The difference is $48 - 16 = 32$.
