Correct answer: (B) II

Explanation

In sentence II the clause "which suggests ..." sits right after "around the world", so it reads as if the world or the palsy cases are what suggest the impact, not the doctors. The relative pronoun has no sensible antecedent. Sentences I, III and IV each keep the doctors as the clear subject of "suggested" or "are suggesting", so they are grammatical.
