Show answer and explanation

Correct answer: (B) The test is reliable.

Explanation

P describes inter-rater (scorer) consistency, and Q describes consistency across alternate forms and across occasions. All of these are kinds of reliability. Neither says anything about whether the test measures what it is meant to measure, so validity is not established.
