Correct answer: 0.79 to 0.81

Explanation

The hourly volume is $10+11+12+15+13+11=72$ vehicles. The peak 10-minute count is 15, equivalent to 90 vehicles/h.

For six subintervals per hour, $PHF=72/(6\times15)=\mathbf{0.8}$.
