Explanation

Percentage absolute humidity (percentage saturation) is $100Y/Y_s$,while relative humidity is $100p_v/p_{vs}$. At saturation both are100%; at complete dryness both are0%,and near those limiting conditions they approach each other. Hence the intended limiting cases are **C, D**.
