Correct answer: (C) 18

Explanation

Without restriction there are 4!=24 permutations. If R is fixed in the forbidden second position, the others can be arranged in 3!=6 ways. Subtracting leaves 24−6=18, C. Equivalently R has three allowed positions, each with six arrangements.
