Correct answer: (B) P is jam density.; (C) Q is free-flow space-mean speed.

Explanation

P is the density-axis intercept where speed is zero, the jam density(B). Q is the speed-axis intercept at near-zero density, the free-flow speed in the space-mean-speed model(C). Maximum flow occurs at an interior speed-density combination, not P. Select B, C.
