Traffic counts in successive 15-minute intervals from 08:00 to 10:00 are 212, 248, 272, 315, 337, 405, 320, 267 PCU. Find Peak Hour Factor for the survey period, to two decimals.

Correct answer: 0.83 to 0.87

Explanation

Four-interval moving totals are 1047, 1172, 1329, 1377, 1329 PCU/hour. Peak hour is 08:45–09:45 with 1377 PCU. Its largest 15-minute count is 405. PHF=1377/(4×405)=0.85 exactly. The two-hour total is not a peak-hour volume.
