Correct answer: (A) 0.25

Explanation

The peak hour factor is $PHF = \frac{V}{4 \times V_{15}}$, where $V$ is the hourly volume and $V_{15}$ is the volume in the busiest 15 minutes. All $V$ vehicles arrive within 10 minutes, so they all fall inside one 15-minute period and $V_{15} = V$. Then $PHF = \frac{V}{4V} = 0.25$.
