Explanation

Shear flow starts atzero at each free flange tip and increases approximately linearly towards the web. In the web,the first-moment relationτ=VQ/(It) produces a curved distribution with its maximum near the neutral axis. The opposing flange directions and downward web flow shown in **A** satisfy these conditions.
