Correct answer: 3

Explanation

QPSK carries 2 bits per symbol and 16-QAM carries 4 bits per symbol. With the two alternating, the average is $\frac{2+4}{2}=3$ bits per symbol, so the rate is $3\times1=3$ Mbps.
