Correct answer: (D) buffer.
Explanation
The upper op-amp has its output tied to its own inverting input: it is a unity-gain buffer that copies $V_{out}$ (at its non-inverting input) to the inverting input of the lower op-amp. The lower op-amp then forces its inverting input, and so $V_{out}$, to equal $V_{in}$. The overall circuit is a buffer, $V_{out}=V_{in}$.
