In the circuit shown, the clock frequency, i.e., the frequency of the Clk signal, is 12 kHz. The frequency of the signal at $Q_2$ is ________ kHz.

Explanation
The AND feedback makes the two flip-flops step through three states ($Q_1Q_2=00\to10\to01\to00$), so $Q_2$ is high once every three clock cycles. The frequency is $\frac{12}{3}=4$ kHz.
